I can't help you on the permit, but I would be very careful about digging around old dumps at former aerodromes. At the end of the war, the Americans did dig big holes on the bases and threw in a lot they did not want to take with them back to the States, including mustard and chlorine gas canisters. (Yes, these weapons were stored on stations in the event Hitler decided to use them against the Allies.)
There is a big dump at Bassingbourn and no one there wants to dig in it because of the potential for a lethal release of gas.
